Set a total, not a per-gift budget
Christmas is several occasions at once — a few main gifts, a pile of stocking stuffers, and usually a capped group exchange or two. Budgeting per person is how the total gets away from people.
A workable shape: decide the total, allocate roughly half to the two or three people who get a main gift, a quarter to stockings, and the rest to the wider list of consumables. Then stop. The budget tiers are organized to make that allocation easy.
Buy consumables for the long tail
Most Christmas lists have five or six people on them you like but do not know well — in-laws, neighbors, a friend's partner. Trying to buy each of them something specific is where the stress and the overspending come from.
Consumables solve it honestly: coffee, chocolate, tea, good spices. They are not a cop-out at Christmas, because they are what people actually run through over the holiday.
Timing, which is the part people get wrong
Three deadlines worth knowing. Anything personalized or engraved needs ordering by roughly the end of November. Standard shipping gets unreliable in the week before Christmas. Anything that needs assembly, charging or setup should arrive with a few days to spare, not on the 24th.

Once you are past about fifty dollars per person, one considered object beats a bundle. A bundle reads as three things you were not sure about; a single gift reads as a decision. The exception is a stocking, which is supposed to be a pile.
